feeding dilemma...help I'm losing milk!?

I had my baby a week ago today and he was admitted in the NICU for four days after birth. I haven't fed yet but tried on the third day..he latched on a little but nothing. The NICU gave him formula and pacifier and I have been pumping every 2-3 hours. On the fifth day, I was engorged and thought I was producing alot more so I kep pumping..next day I had not much pain as the day before but I can only produce 15ml until now...I still feel that tingle in my when I need to pump but it hasn't increased. My baby doesn't want to latch on and uses bottles for formula and milk..am I failing at this? Will I produce more as the days come by or will I eventually dry up because he's not latching on me? Help, I feel very sad about this and wish I can just use the pump and give him from the bottle but the plan seems to not work...what should I do?
