Guys, should I make a move or move on?

I really like a guy at work since September. We would flirt at work (work in totally different departments so i don't see him, only at lunch) and we would hang out outside of work with the other young people from work (we're both 26). Then in February, we went out for my birthday and he asked me to sleep with him (didn't kiss me, or anything, just asked me) and I said no. And after that he vowed to show me he respects me, but often refers to that night as the rejection of his life. Anyways, we now go hiking, play sports together, have lunch daily (he pays most of the time), he takes me to his parents house and for dinners there once every 2 weeks.....basically I feel like we're platonically dating. He sleeps over sometimes too but he has never made a physical move on me....should I move on? He's very attractive, smart and athletic and has told me he turns to 'dust' when he really really likes a girl and that he becomes shy. If that girl were me, would he tell me that? We go on weekend walk-dates and he takes me out for ice cream and crepes. I feel like I'm not dating other guys because I like him so much. Should I just move on? We have been hanging out ALOT since end of March especially. His dad tells me that he's a puppy around me and that he's really shy. What do I do? Other guys are asking me out and he'll always ask why I don't date these guys that ask me out, and I say that I'm just not that into them. And he'll say, you should date them....even after I tell him I don't like them. What do I do? (I'm working abroad indefinitely in France, he's French and I'm American).
