Soldiers accused of deliberately infecting others with STD.?

This was something i saw on the news sometime i think it was around 2004 or something, but apparently Fort Bragg (i think) soldiers had a bet to deliberately give civilians STD's and the person who gave the most STDs to the most people would receive a "pot: of money. If anyone can find anything relating to this please post it ive been looking and cant find anything. Or if anyone remembers it or can point me in the right direction.
